SAC Condemns Rayale - Killing Innocent People & Closing the Parliament
September 12, 2009

Somaliland American Council (SAC) is dismayed and condemning the actions of President Dahir Rayale for killing innocent people who were exercising their right to demonstrate and for closing down the parliament. There are three reported deaths and dozens of injured innocent people. The police fired live bullets on unarmed citizens who were demonstrating in front of the Somaliland parliament to show their support to the members of the parliament. This is a direct violation of the Somaliland constitution, international human rights, and the young democratic process in Somaliland. The government action is precipitated when the parliament debated a motion to impeach President Rayale for failing to hold elections in Somaliland.

The Somaliland government has been in office for 7 years and failed to hold elections; the was elected to office for 5 years, members of Guurti have extended the term of the government for 12 months the first time and again for another 6 months to hold elections; the second extension will expire end of October 2009, and election has not taken place yet. The reports from Somaliland indicate that President Rayale is planning to request 3rd extension soon.

The people are exercising their right to protest by demonstrations and SAC calls on the Somaliland government to exercise restraint and respect the rights of its people. SAC calls on the people to strongly defend their rights peacefully and do not accept the dictatorial tendency of the Rayale government. The people has suffered tremendously and paid dearly with over 100,000 lives lost (under Siad Barre’s regime ) to gain these rights.

The Somaliland parliament is doing the right thing to pressure the government to hold elections immediately and give the people the right to choose their leaders. SAC also calls on the members of Guurti to do the same; by standing with the people and protecting democracy in Somaliland. SAC calls on the “Guurti” to refuse give 3rd extension to President Rayale – after his letter of request for 3rd extension is received in few weeks. Rayale’s government has indeed damaged the hard-won reputation of Somaliland and its people. SAC calls on Rayale to resign.

The Current Political Situation in Somaliland
August 22, 2009

The most important accomplishment that Somaliland has made over the last twenty years is the peaceful environement in the country despite the terrible security situation in the Horn of Africa. The second most important accomplishment is the successful transfer of power from SNM to civilian authorities and the three successful elections over the past five years. Today Somaliland is facing the risk of losing all those accomplishment and the people are tremendously concerned and terrified about the potential voilence expected to result from protracted political struggle.

The Rayale administration is solely responsible for the current political situation in Somaliland; the administration simply failed to hold the election on time after five years in power, recieved one year extension and again failed to hold elections, and received second time another six month extension of the term in office; which will expire in less than 60 days, and the administration failed to hold elections so far. It is difficult to believe the administration is not capable of holding elections in the country after being in power over the last eight and half years, and the only reasonable conclusion is that President Rayale is simply not interested to hold elections for fear of not being re-elected by the people.

The opposition have accepted to extend Rayale's term in office twice for the simple reason that they did not want chaos in Somaliland and wanted to avoid what happened in Kenya or is happening in Mogadisho, but the people are supporting the opposition and it is extremely unlikely that the opposition will accept third extension of Rayale's term in office, hence violence caused by political unrest is a real possibility this time. It is also expected that the opposition will use the legislative branch of the government, which they have its control, to pressure the government by introducing the article of imbeachment of the President after his time in office expires. If successful, Rayale will find himself in a political situation where his term in office has ended and he does not have the mandate of the people, and he has been successfully imbeached to relinguish power to the vice the president by the house of representatives. Under that circumstance, if he refuses to relinquish power, it will further give political advantage to the opposition if and when elections take place. That situation will also convince the people who are independent voters that Rayale wants to keep power by force, which will remind the people the era of Siyad Barre, the tremendous loss of live and human suffering at refugee camps, and the sacrifices made to gain a democratic government elected by the people.

Somaliland American Council calls on all Somaliland Americans in the United States, whether you support Rayale administration or the opposition; to support democracy in Somaliland and insist that elections must take place on time, and the people must be given an opportunity to elect their leaders.

WONDER WHY SOMALILAND IS NOT RECOGNIZED?
Editorial - February 13, 2009

It is painfully obvious that not only the Somaliland government does not know how to sell the recognition policy to the international community, rather their actions and words are in fact telling the international community that Somaliland is not interested in recognition.  if you are wondering why the world did not recognize Somaliland; the answer is because the elected government of Somaliland told them they do not want it - in this last incident the VP told the international community he likes Sheikh Sharif and he can do busines with him, and there will never be a border between Somalia and Somaliland. There are many things that need fixing in Somaliland, but it is pointless to speak about how to correct them without change in leadership. Somaliland is desperate for change in leadership. Fortunately the people have an opportunity to do that in few months.

11 US Residents Captured in Somaliland - Smuggling Anti-Aircraft Missiles:

The Somaliland government arrested 11 US residents who were smuggling Anti-Aircraft Missiles into Hargeisa. According to source from from Somaliland government these 11 people have allegedly received training from Al-Shabaab in the use of these weapons. The Somaliland government has information that indicates these weapons were originated from Eritrea and transported to Galgudud region in Somalia, where the accused received training from Al-Shabaab.

Somaliland American Council has previously called on Somaliland-Americans on December 12, 2008 to help United States authorities by reporting any suspecious information about these people. There are reports that indicate that Somali-Americans who practice conservative Islam has weekly conference calls presumably for educational purpose; where Al-Shabaab is invited as guest-speakers from Somalia, during these conference calls Al-Shabaab uses the opportunity for recruiting by making appeals to the faith and patriotic emotions of the Somali-youth to fight Ethiopia and its friends in the Horn of Africa - Somaliland is considered a friend of Ethiopia and the West.

On October 29, 2008; there have been three simultaneous car-suicide attacks on Somaliland; at the Presidential Palace, at the UNDP building, and the Ethiopian Embassy. Thirty innocent people have lost their lives. The six men who committed the terrorist attacks on Oct 29 were US residents who left the United States and joined Al-Shabaab to attack Somaliland. In this report today another 11 US residents have been arrested by the Somaliland government alleggedly for smuggling Anti-Aircraft Missiles into Hargeisa. Somaliland American Council (SAC) is concerned about the fact that Al-Shabaab is waging consistent attacks on Somaliland; which are becoming more dangerous and more lethal attacks, the fact that US residents or Somali-American are carrying out these attacks, and Somaliland is distracted by the upcoming Presidential elections on 3/29/09.

SAC is calling on all Somaliland-Americans to help Somaliland by fighting Al-Shabaab in the United States. We must form close relationships with the US authorities to deny Al-Shabaab an opportunity to attack United States and Somaliland. We believe today it is Somaliland and tomorrow it will be the United States; unless we stop them now, we must do this as US citizens to protect the United States and help stop these attacks on

Somaliland Americans Must Help Authorities Fight Al-Shabab in USA
December 12, 2008

According to the US government and Somaliland government, some of those who attacked Somaliland on October 29, 2008 are Somali youth who are US residents and have traveled from USA to Hargeisa to carry out the attacks. There are also dozens of young Somali men who are missing from their homes in the USA and who are believed to be in Somaliland or Somalia at the present time, presumably planning more attacks on Somaliland.

The Somaliland American Council is calling on all Somaliland-American citizens to volunteer and help the US government by sharing with any information you know or any suspicious activities you might have seen particularly in the following cities; Minneaplis, Columbus, Seattle, Metro-Washington DC and other cities where there are large Somali communities.

As the events of October 29, 2008 have proven;Al Shabab has already planed attacks on Somaliland from USA and it is conceivable that tomorrow Al-Shabab might be planning attacks on our adopted country - USA. Therefore it is extremely important that Somaliland-Americans must pay particular attention to suspecious activities and must contact authorities urgently, if you see any suspecious activities or hear plans for future unlawful activities.

It is our duty and obligation to protect the security of both our adopted country (USA) and our birth country (Somaliland) by actively volunteering to support authorities in their efforts to monitor the activities of those who wish to harm all of us or those who supported and recruited the Somali youth who carried the suicide attacks on Hargeisa.

SOMALILAND CAN PROTECT AGAINST PIRACY IN THE REDSEA

Despite the fact that there are numerous opportunities where Somaliland can protect the interest of the international community better than anyone else, the International Community has acted as an ostrich that buried its head in the sand about the acknowledgment and the recognition of the Republic of Somaliland. Clearly this is another case where Somaliland can protect the interest of the International Community in the redsea waters to eliminate piracy. The map below shows that Somaliland successfully eliminated piracy in its waters, but the area close to Yemen and Puntland state of Somalia are the areas where all the piracy incidents have taken place in 2008. This unacceptable levels of piracy off of the coast of Somalia is presented challenges for the International Community where some nations are completely routing their ships out of the redsea at great cost. It is time that the international Community pays attention to Somaliland to bring normalcy back into the redsea waters. Please look at the following map that shows the incidents of piracy in the redsea: This map is published by Internaitonal Maritime Bureau. Figure 1.0



It is an open secrete in Somalia that Puntland state and its people has founded, administer, support, and protect the piracy in the redsea waters. The above map shows that all of the piracy incidents happen in the waters that are closest to the Puntland state of Somalia;The above map that shows lists of piracy incidents in 2008; this map is provided by the International Maritime Bureau (IMB) http://www.icc-ccs.org [click the Live Piracy Map]


Here is a map published by the State of Puntland that shows the area they claim (please note that Sool and Sanaag regions are controlled by Somaliland but claimed by Puntland). Particularly pay attention to the city of Bosaso; the most populated city in Puntland.

The point of sharing this map [Figure 1.1] with you (the reader) is to educate you about the regions controlled by Puntland; and clearly the top map [figure 1.0] published by the International Maritime Bureau shows the closest area where the majority of the piracy incidents have taken place in 2008, and the map published by Puntland state shall show the proximity of the Puntland state to the waters where these incidents are taking place, not to mention the fact that 100% of the pirates receive support from regions controlled by Puntland.

Here is another map (below) that shows a map of the Republic of Somaliland [Figure 1.2]. This map shows the regions and the waters of the Republic of Somaliland. I ask the reader to look at the first map again [Figure 1.0] and focus on the Somaliland section of the map, its waters, and where the piracy incidents have been taking place in 2008. You will notice that none of the incidents have happened in the waters of the Republic of Somaliland; in fact the incidents closest to Somaliland have taken place in the waters of Yemen. The reason is because Somaliland controls its waters, Somaliland is a nation of laws, that has elected government, elected parliament, independent judiciary, and it is unrecognized by the international community.

This map shows Elayo is the near the border between Somaliland and Puntland. Compare the top map and bottom map on this page. This shows clearly there have been no piracy incidents in the waters of Somaliland and the Somaliland Coast Guard forces successfully drove pirates out of the waters of Somaliland. Despite the meager resources and the lack of well equipped Coast Guard; Somaliland provided save passage over its waters; again please look at the map published by the International Maritime Bureau. Somaliland is uniquely qualified to protect these international waters and can also protect the interest of the international community, if given the right equipment and resources to protect the entire redsea waters at cost much lower than the international community can do it themselves.

Somaliland should share with the international community how it achieved to keep pirates out of its waters and offer the international community the opportunity to protect these waters from the pirates; that will help both the Republic of Somaliland towards its quest for recognition as well as protect the interest of the International community to use these waters without the threat of piracy and the additional security expenses. The world needs no more evidence than to closely look at the report published by the International Maritime Bureau (above) that clearly shows not a single piracy incident happened in the Somaliland waters.

Somaliland Washington DC Community Meeting
November 2, 2008 at 5:30 pm.

As we all know, the tragic terrorism attack in Somaliland has taken the lives of at least 21 people and many others are severely wounded.The Somaliland government doesn't have the means and resources to respond to this tragedy effectively without massive help form the Diaspora community. Many people that are wounded need to be airlifted. There is a need of blood and medical supplies.

To this end, East Africa Policy Institute is organizing a community event in the Washington Metropolitan area to raise funds for the victims of the bombing in Hargeysa.
Please join us and do your part in helping out families and victims affected by this tragic event. The people in Somaliand have endured many hardships before and this too shall pass, because as the saying goes "whatever does not kill you, makes you stronger" Our thoughts and prayers are with the victims and families of the bombings.

SAC Condemns Terrorist Acts against Somaliland

Somaliland American Council (SAC) is outraged and condemns the terrorist actions against the people and the nation of Somaliland. SAC conveys our heartfelt sympathies for the families of those who lost their loved once, and those who got hurt from this cowardly acts perpetrated by the extremist Somali terrorist organization – Al Shabab.

SAC calls on the international community particularly our US government to support and stand with the people of Somaliland to protect their peace, freedom, and from those extremist Somali terrorist organization – Al Shabab. As the terrorist organization – Al Shabab claimed; Somaliland is attacked for its close relationships with Christians and Western countries including Ethiopia and USA. Somaliland is paying for the price of adopting democratic process and choosing the path of developing an open society; which in the eyes of this extremist and terrorist organization represents adopting the ways of and the tradition of none-believers like USA.

SAC calls on all the Somaliland Diaspora, International Community particularly Ethiopia and USA to provide immediate support to the people of and the nation of Somaliland. We call on our United Stated government to provide military assistance to Somaliland to protect itself against future attacks, and also provide humanitarian assistance to the survivors of this terrorist attacks. We call on Somaliland Diaspora to give back to their own people and stand up with them against the attacks from terrorists.

Our adopted nation (USA) had suffered a terrorist action on September 11, 2001 where 3,000 innocent people have lost their lives, and our birth nation (Somaliland) had suffered a terrorist action on October 29, 2008 where 31 innocent people have lost their lives. United States and Somaliland must stand together to defeat these cowards, criminals, and terrorists who hide behind religion to commit these heinous crimes.

Chairman of National Election Commission for Somaliland

Somaliland American Council (SAC), a chapter of East Africa Policy Institute, with support from IPRT from Hargeisa hosted a lively exchange between the Somaliland Diaspora community and the Chairman of National Election Commission for Somaliland, Mr. Mohamed Ismail Kabawayne.

Chairman Mohamed started remarks by thanking the organizers and the attendee for the opportunity. He provided brief history about the challeges they have faced during their short history as the National Election Commission and he projected confidence in their ability to get the job done, and predicted that Somaliland will have very successful voter registration and presidential elections over the next seven months.

Somaliland Police is between Rock and Hard Place

The Somaliland people are experiencing serious challenges including poverty, 95% unemployment, illiteracy, high birth rate, and young democracy that provide the right to express themselves and demonstrate when necessary. Unfortunately, the people have no experience in how to demonstrate peacefully and usually their demonstrations include unacceptable level of disorderly and property damage, and the police force have not been trained in how to control peaceful demonstration nor have been provided the necessary equipment to control peaceful demonstrators. The results have been excessive force by the policy using live bullets to control the crowd, which leads to the death of innocent civilians in the hands of the policy whenever there are demonstrations anywhere in Somaliland. These unnecessary deaths have been taking place too many times in the last few years and many people have died by the hands of the police force that were supposed to protect them.

Somaliland Foreign Policy in Djibouti is the right Strategy

Somaliland wants to be recognized by the international community, and that requires short term and long term strategy to make more and close friends, including (1) determining opportunities where Somaliland can contribute to the interest of the international community particularly in the Horn, (2) showing compassion or making emotional connection with the people of those nations during difficult times, and most importantly (3) finding opportunities that will help to improve the standard of living for Somaliland people, (4) demonstrating that Somaliland recognition will be for the best interest of the international community as much as the interest of Somaliland. The Somaliland foreign policy must be based on a solid and calculated strategy that will help to make close diplomatic relationship that benefits our people with government in Africa, Middle East, and the Western world.

What Happens after April 14th? Last day of President Rayale’s Mandate;


The people of Somaliland elected President Dahir Rayale on April 15, 2003 to a 5 year term; which will end on April 14, 2008. The National Election Commission (NEC), and the three national Political parties (Udub, Kulmiye, Ucid) reached an agreement to postpone the presidential election to August 31, 2008, which will effectively extend the President’s term by four months and 15 days.
